PTI’s opposition to unilateral federal operations triggers collapse of government talks

ISLAMABAD (Oct 4): Salman Akram Raja, the Secretary General of PTI, has confirmed the breakdown of talks between Pakistan’s federal government and the opposition Pakistan Tehreek-e-Insaf (PTI) party. This follows a midnight deadlock over the PTI’s opposition to a unilateral federal operations and demands for medical access for jailed former Prime Minister Imran Khan.

According to the statement released by Raja on social media platform X, the negotiations dissolved around 3:00 AM on Sunday.

He claimed that the primary catalyst for the breakdown was the federal government’s insistence that the Khyber Pakhtunkhwa (KP) provincial administration blindly endorse all unilateral military operations and federal security measures within the province.

The opposition alleges that the state demanded backing for an emergency declaration within 72-hours in the state’s volatile merged tribal districts and adjacent territories.

Raja outlined the party’s position

Zero Tolerance for Terror: The PTI-led KP provincial government remains fundamentally opposed to militancy.

Demand for Consensus: The opposition maintains that any anti-terror action plan must be formulated via multi-party consultation within the KP Assembly and a recent jirga (council) composed of regional elders.

Opposition to “Blind Operations”: The party reiterated its longstanding opposition to unilateral military campaigns that risk civilian casualties and mass domestic displacement.

The Medical Standoff Over Imran Khan

Beyond regional security policy, the negotiations hit an impasse regarding the detention conditions of Imran Khan. The PTI negotiating team prioritised securing immediate physical access to the former prime minister.

The opposition requested that Khan be transferred to Shifa International Hospital in Islamabad for comprehensive diagnostics under an independent medical board that would include his personal physician.

Salman Akram Raja claimed that the government’s delegation refused the medical transfer, offering only to restore standard family and legal visitation rights on Tuesdays.

The Government’s Perspective

The federal authorities, on the other hand, have presented a sharply contrasting narrative regarding the collapse of the talks.

Interior Minister Mohsin Naqvi accused KP Chief Minister Sohail Afridi of deliberately derailing the process at the eleventh hour. Naqvi asserted that 99% of the draft agreement had been finalised before the provincial leadership abruptly altered its terms following a late-night consultation.

Prime Minister’s Adviser Rana Sanaullah defended the federal position, stating that the KP provincial administration has a clear constitutional duty to cooperate with state institutions in eradicating militancy, accusing them of failing to provide adequate security guarantees.

With negotiations completely frozen, the federal capital remains on high alert as security forces brace for imminent opposition demonstrations.
