TEHRAN (Oct 26): In an unprecedented diplomatic breakthrough amid escalating regional hostilities, senior officials from Iran, Saudi Arabia, Pakistan, and Türkiye convened in the Iranian capital on Monday to address cross-border militancy and the deteriorating security situation in the Middle East.
The four-way summit, hosted by Mohsen Rezaei, Secretary of Iran’s Supreme National Security Council, marks the first time an Iranian delegation has held direct talks with the leadership of the recently formed Mecca Agreement alliance.
The high-level session was attended by Saudi Defense Minister Prince Khalid bin Salman, Pakistan’s Chief of Army Staff General Asim Munir, and Ibrahim Kalin, the head of Türkiye’s National Intelligence Organization (MIT).
Direct dialogue with the backer of the Houthis
The timing of the meeting is highly delicate. On Sunday, just a day before the summit, Saudi air defenses intercepted a fresh wave of Houthi missiles and drones targeted at the Kingdom. Concurrently, reports indicate that the United States and Israel are preparing for potential military operations against Iranian targets.
The meeting essentially brings the architect of the Mecca Pact face-to-face with the primary state backer of the forces attacking them. Signed in August, the Mecca Pact establishes a joint defense mechanism between Saudi Arabia, Pakistan, and Türkiye, stipulating that an attack on one member state is treated as an attack on all. Earlier this month, member states agreed to mobilize military personnel into Saudi territory to fortify its defenses.
For Riyadh, the core objective of the Tehran meeting is clear: pressure Iran into using its considerable leverage over the Yemeni Houthi movement to halt the relentless drone and missile campaigns against Saudi infrastructure. Observers note that the ongoing Houthi strikes have continuously tested the credibility and mutual defense commitments of the Mecca Alliance.
Softening apprehensions, seeking unity
Beyond the immediate tactical objective of reining in the Houthis, the talks aimed to dismantle broader geopolitical friction. The presence of the Mecca Alliance leadership in Tehran appears designed to soothe Iranian anxieties regarding the strategic direction of the tripartite defense pact. Rather than positioning the alliance as a hostile, anti-Iran bloc, the participants framed the discussion around a broader framework for Muslim solidarity and regional coordination.
Iranian President Masoud Pezeshkian reinforced this stance following the summit, stating that Tehran supports any diplomatic understanding that promotes unity among Islamic nations. He called on regional powers to offer the international community a shared model for development and socio-political justice.
Joint communique
In a joint communique released after the meeting, the four nations confirmed an agreement to expand mutual security cooperation and maintain an open line of diplomatic communication to guarantee long-term regional stability.
The diplomatic track for de-escalation
Saudi Arabia’s Ministry of Foreign Affairs characterized Prince Khalid bin Salman’s trip to Tehran as a deliberate continuation of the Kingdom’s broader mandate to foster regional peace and dialogue.
Saudi officials stated that the defense minister’s visit was conducted under the framework of active efforts by the Mecca Agreement signatory states to de-escalate the ongoing crisis. The strategy prioritizes diplomatic alternatives and lends formal support to backchannel mediation efforts currently steered by the State of Qatar and the Islamic Republic of Pakistan.

Riyadh hosts 25th World WPC Energy Congress amid regional tensions
While specific policy outcomes regarding Yemen or the broader conflicts in Palestine and Lebanon remain undisclosed, the opening of this direct four-way diplomatic channel suggests a collective willingness to manage regional security internally, even as external military pressures mount.
