LAHORE (Sept 04): In a bold political stance, Federal Interior Minister Mohsin Naqvi has stated that he will not back down from his Mohsin Naqvi new provinces demand, asserting that neither a political party nor any individual can stop the capital from becoming an independent administrative unit.
Speaking at the ‘National Policy Dialogue’ here on Saturday, Naqvi declared himself the biggest supporter of the move, arguing that if it is the voice of the people, it is bound to happen regardless of whether he remains in office.
The assertion about creating new provinces came from the federal quarters two days after the Sindh Assembly unanimously passed a resolution rejecting any proposal to divide the province of Sindh or alter its territorial limits.
The sister of President Asif Ali Zardari and PPP Women’s Wing President Faryal Talpur termed the issue a matter of concern, saying, “Every child of Sindh stands firm on the principle that we will not allow Sindh to be divided. We will not sell Sindh. This is our motherland, and we will protect it.”
The interior minister, on the other hand, is determined to create new provinces at all costs. “Whether I remain in office or not, I will not back down from the demand for new provinces. I am the biggest supporter of Islamabad province; it will become an administrative unit, and neither a single individual, a political party, nor any representatives can stop it. If this is the voice of the people’s hearts, then it will happen, ” he maintained.

New provinces can only be created through Parliament, by Parliament, and through political consensus, not by extra-parliamentary forces.

Mohsin Naqvi said that even after 79 years, the desired results are not being achieved, and it is essential to reset the system. “We have to look at our country’s system, and we must be clear about what the actual purpose of talking about resetting the system is,” he added.
He mentioned that various interpretations were given to the talk of resetting the system. Some people linked the resetting of the system to the current government, while others interpreted it as the current political arrangement. However, the discussion about resetting the system was not pointing toward any single government or political party.

The Federal Minister stated that Pakistan must also review its system. “Our goal is not to change the government or any political party; our goal is to eliminate the flaws present within the system. Many plans were made over 79 years, but the public could not get the desired results. Basic amenities like education, health, clean water, and sanitation must be provided to every citizen. The problems of the public will be resolved through improvement in the system and better delivery,” he said.
The Interior Minister further stated that every citizen of Pakistan should get their right to the NFC (National Finance Commission). “The citizens of Islamabad do not receive any share in the NFC. The Capital Development Authority (CDA) is running Islamabad’s system by selling its lands. Islamabad is the only city that does not receive a single penny from any budget of Pakistan. If any new province is to be created, then Islamabad must also be given the status of a province,” he added.
