ISLAMABAD (Sept 6): The government has initiated practical steps toward establishing new provinces and administrative units, deciding to roll out the first phase from Islamabad, where a new system of public representation and accountability is planned. A draft proposing new administrative units for the federal capital has been forwarded to the Prime Minister Shehbaz Sharif.
According to government sources, this overhaul is expected to bring a substantial transformation to the current governance and administrative structure.
The proposed draft, seen by YeJahan News Network on Sunday, recommends a 27-member legislative assembly for Islamabad that includes a Chief Executive and 27 administrative departments.
Under this plan, 21 members will be directly elected by the public, while seven local legislative seats will be established within each National Assembly constituency, reserving five seats for women and one for minorities. Furthermore, civic amenities, health, education, and environment will fall under the responsibility of the local government, while law and order and the master planning of Islamabad will remain under federal control.

This future blueprint has been prepared by a special committee formed by Prime Minister Shehbaz Sharif that includes the Federal Minister for Planning Ahsan Iqbal, Interior Minister Mohsin Naqvi, Adviser to the Prime Minister on Political Affairs Rana Sanaullah, Federal Minister for Climate Change and Environmental Coordination Musadik Malik, the Interior Secretary, and the Cabinet Secretary, all of whom played a key role in designing the new governance model.
The administrative matters will be handed over to the elected government, with preparations already underway to restructure the powers of various institutions, including the Capital Development Authority. The final decision on the committee’s report will be made by the Prime Minister, to whom the blueprint has been formally presented.
